Legal obligations of users

Users of our new services sign up to those services in a variety of ways depending on what they want to do and who they are:

  • All users of information services will need to sign up to the portal conditions of use
  • Users of network services will also need to sign up to a network access agreement
  • Users of lender services to discharge mortgages will also need to sign a memorandum of understanding.

There are two different types of Network Access Agreement:

  • "Full" for use by conveyancers carrying out transactions on the network
  • "Signature-access" which will also allow use of electronic signatures to sign deeds

The Technical Manual forms part of the Network Access Agreement. For ease of updating, it is published in two parts. Part 1 describes the technical and security aspects of the e-conveyancing network, and the requirements for participating in it Part 2 describes how to use the network.

  • Portal conditions of use - the terms, conditions and obligations which have to be accepted by customers using information services and lender services provided through Portal and which govern how customers use the system. Available in HTML and PDF format.
  • Portal guidance notes - for information on how to apply for Land Registry business e-services (information services, lender services, network services).
  • Full Network Access Agreement - the agreement that gives business customers authority to have access to network services.
  • Code of Practice - Land Registry's practice for making change to the Network Access Agreement and Technical Manual.
  • Technical Manual Part 1 - part of the Network Access Agreement. Part 1 is about the technical requirements and obligations.
  • Technical Manual Part 2 - part of the Network Access Agreement. Part 2 is the "how to" manual.
  • Portal memorandum of understanding - lender only - to be signed by Lenders to enable them to prepare and lodge electronic discharges (eDS1s) directly with Land Registry.
  • Find a property terms and conditions - explains user obligations for Land Registry's Find a property website.
  • Schedule 2 notices - notices under rule 14 and Schedule 2 of the Land Registration Rules 2003 (publicising arrangements for electronic delivery of applications).
