Strategy 2002-2003

10 Year Strategic Plan: 2002-03 to 2011-12

On 28 May 2002, the Lord Chancellor launched the Land Registry's 10 year Strategic Plan which sets out exactly what we intend to do over the next 10 years. The strategy builds on recommendations arising from the Quinquennial Review and the Land Registration Act 2002.

Our strategic objectives are to:

  • achieve all of the key performance targets set by the Lord Chancellor
  • introduce improved secondary legislation for land registration progressively from 2003
  • complete the Land Register with comprehensive content and national coverage by 2012
  • make all key Land Registry services available online by 2005 (e-business)
  • promote and introduce progressively, new, electronic transactions in land and property from 2005 (e-conveyancing)
  • provide enhanced and transparent, national, regional and district data services for the property market by 2003
  • support the establishment of an independent adjudication service for the Land Registry by 2003
  • assess the feasibility of establishing self-financing specialist units to provide education, publication and advisory services on land and property-related issues.
